【愛傳媒張競評論】兩強視訊峰會後,除發佈新聞稿外,先由某位匿名政府高層官員以“senior administration official”為代名,透過視訊會議向媒體進行簡報提供背景說明外,再由白宮新聞秘書(Press Secretary)亦就是發言人Jen Psaki代表對外召開記者會,記者會連結如下:

簡報召開時間為:美國東部時間3月18日下午14:53開始,下午15:07結束,全程14分鐘
針對前述兩項活動分析如下:
1.白宮新聞秘書Jen Psaki在被記者問到北京方面透過新華社,在北京時間午夜前就發佈新聞稿時,以十分正面表情與口氣表示:Remarkable!隨後表示比美方作業還快,算得上是很有風度,但其並未否認新華社所發通稿內容,此點值得注意。
2.此位senior administration official 有兩個口頭禪,愈是緊張要迴避記者問題時,愈是明顯;其中you know 共計出現30次,I think則是出現10次,假若在14分鐘透過視訊向媒體提供背景說明,扣除簡報與主持者moderator發言以及媒體發問所耗用時間,諸位就可理解其在回答時,必須多次以這兩口頭禪墊檔思索,或許就可理解到其內心思為有多不踏實。
3.拜登到底有無對習近平明確施壓,依據此位senior administration official回答“I mean, the President really wasn’t making specific requests of China. He was laying out his assessment of the situation, what he thinks makes sense, and the implications of certain actions.
You know, I think our view is that China will make its own decisions, and so I’d describe that as sort of the nature of the call. And again, on any response from President Xi, you know, you’d have to talk to Beijing.“因此有關”施壓北京“與否,此處應當可獲適當解讀。
此外其更另外在後續說明時,再提及”China will make its own decisions.“以及“And I think it was the — I think, from our perspective, we will — we will see what decisions China makes in the days and weeks ahead.“確實與前述說明相當吻合。
4.此位senior administration official 曾四度重申“I will let the PRC characterize what Xi Jinping’s comments were.“、”I would refer you to that as their characterization of President Xi’s words.”、“I’m going to leave it to the Chinese side to characterize their words.“以及“again, I would just point you to their own words as they have characterized them.“因此顯然美方態度審慎,極力避免越俎代庖代北京詮釋其立場。
5.至於簡報中有媒體針對新華社所發通稿第四段,詢問有關臺灣問題上,習近平針對美方向臺獨勢力發出錯誤訊息時,該位官員則是如誦經般重申立場如下:
In terms of the question about Taiwan, President Biden was very clear that our policy has not changed, that — you know, he reiterated our one-China policy based on the Taiwan Relations Act, the Three Communiqués, the Six Assurances.
And he underscored, as well, concerns about Beijing’s coercive and provocative actions across the Taiwan Strait. President Biden made clear that we remain opposed to any unilateral changes to the status quo across the Taiwan Strait.
And, you know, I would just remind, obviously, that President Biden himself voted for the Taiwan Relations Act, and he’s firmly committed to the principles in it, and that the Biden administration has consistently demonstrated rock-solid support for Taiwan and will continue to do so.
But, again, you know, President Biden’s response was really about just reaffirming our continued, consistent policy — very longstanding policy — while underscoring concerns about Beijing’s coercive and provocative actions across the Strait.
